Send a template message
POST
Sends an approved WhatsApp template to a phone number. The contact and its conversation are created on first send.
A 201 means WhatsApp accepted the message, not that it was delivered.
Final delivery arrives on the message_status webhook.
Requires scope message:send. Rate limit: 60 requests per minute per key.
